Description
EXPANSION OF CONSTITUTIONAL DEFINITION OF A PERSON. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends the State Constitution to provide that the definition of a person includes an unborn person. Defines unborn person to mean an unborn child from the time of fertilization of the ovum until live birth. Further provides that an unborn person has all of the same rights and protections afforded to any person under the California Constitution. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: The net fiscal impact of this measure on state and local expenditures and revenues is unknown.
