"MARIJUANA. INITIATIVE. Proposes a statute which would provide that no person eighteen years or older shall be punished criminally or denied any right or privilege because of his private use, possession or transportation for personal use, or cultivation for personal use of marijuana. Reasonable steps must be taken to shield cultivation from public access. Governing body of any city or unincorporated area has exclusive jurisdiction to prohibit and punish public use of marijuana by a fine not to exceed One Hundred Dollars ($100). Not to be construed to permit sale or commercial distribution."
