TAXATION. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends State Constitution article XIII, section 27, to require a simple majority vote of each House of the Legislature, rather than the two-thirds majority vote presently required, to tax corporations, including state and national banks. Repeals article XIII, section 28 of the Constitution, which currently provides the basis and method for imposition of taxes on insurers, and adds new section 28 thereto to simply provide that the Legislature, by a majority vote, may tax insurers and exempt them from local government taxation, except real property taxes.
