LOCAL PROPERTY TAX FUNDS--INITIATIVE CONSTITUTIONAL AMENDMENT. Prohibits use by any local public agency of funds raised from real or personal property taxes for: public social or welfare services or administrative costs thereof; public medical, hospital or health care services or administrative costs thereof; costs of any superior, municipal or justice court; conduct of any statewide election; or cost of any other program mandated by statute or any executive order made after November 8, 1978. Requires county property tax reduction in amount equivalent to sum required to fund costs and services specified above. Financial impact: To extent counties do not raise revenues from other sources to continue above services, would result in approximately $2 billion revenue loss in 1978-79 to county governments. Net effect on state government could be increase in costs of up to $900 million a year based on 1978-79 data.
