ADDITIONAL REQUIREMENTS FOR LOCAL VOTER PETITIONS TO EXTEND LEGISLATIVE TERM LIMITS. INITIATIVE STATUTE. This measure would take effect only if another proposed initiative measure, entitled ''Legislative Term Limits. Local Voter Petitions. Initiative Constitutional Amendment," is approved by voters. This measure imposes more requirements for qualifying incumbent state legislators to run for re-election and serve for an additional four years maximum. This measure establishes: qualifications for those who may circulate and sign a petition to qualify a legislator for re-election; verification procedures; restrictions on contributions for or against petition qualification; financial disclosure requirements; and penalties for violation of petition procedures. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would result in unknown, probably minor, costs to local governments for signature verification and minor costs to the state government.
