Forbids the State or any political subdivision from enacting a law that would mandate the implantation of any type of information, device containing information, or ink, under the skin of a human or animal, for any purpose. Provides that refusing to accept such a device may not be grounds for denial of employment, education, insurance, health care or licensing. Establishes that no public or private entity may enforce any law that is inconsistent with this measure.
