Lowers the legislative vote requirement necessary to pass the state budget, spending bills related to the budget, and budget-related tax increases, from sixty-seven percent (two-thirds) to fifty-five percent. Retains sixty-seven percent (two-thirds) vote requirement for property tax increases.
