ELEMENTARY SCHOOL TEXTBOOKS. INITIATIVE CONSTITUTIONAL AMENDMENT. Eliminates provisions conferring on State Board of Education authority and power to adopt a uniform series of free textbooks for elementary schools, which books are to be used for a period of not less than four years and which books the State Board of Education may have printed by State Printing Office; and adds provisions that elementary school textbooks shall be selected, adopted, purchased, and furnished free by the governing board of each school district under conditions prescribed by the Legislature.
