POLITICAL PARTIES-REQUIREMENTS TO QUALIFY FOR BALLOT. INITIATIVE. Amends Elections Code to reduce the number of signatures on petition by voters necessary to qualify a new political party for the ballot at a primary election from 10 percent to 1 percent of the total vote at the last gubernatorial election.
