INCOME AND SALES TAX RATES. INITIATIVE CONSTITUTIONAL AMENDMENT. Provides that state income and sales tax rates shall not exceed rates in effect on April 1, 1979, except as may be expressly provided by a 2/3 vote of the state's qualified electors. Financial impact: No immediate effect on state and local finances. Effect on future state revenues cannot be determined.
