Description

PRAYER IN PUBLIC SCHOOLS. INITIATIVE CONSTITUTIONAL AMENDMENT. Adds new article to the Constitution providing that schools of the public school system and the University of California shall permit, and shall recognize the right of, each individual to pray or not to pray according to his or her faith, beliefs, or religious views. Provides the right to pray in public schools shall be subject to reasonable regulation as to time and place and does not permit acts inconsistent with the orderly operation of the schools or University. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: The adoption of this measure would not result in a substantial net increase in either state or local government costs.
