FAMILIES. CONSTITUTIONAL AMENDMENT. Provides that families are to be free from arbitrary or negligent intrusion by government and that parents have the right to raise their children according to their own beliefs. Parental rights are equal and inalienable. Parents have the inalienable right to joint and equal legal and physical custody of their biological children. Parental rights cannot be terminated except by informed and voluntary waiver. Parental permission must be sought for medical service provided to a minor except in an emergency. No husband or wife, parent or child may be compelled to testify against one another.
