AFFIRMS AFFIRMATIVE ACTION. INITIATIVE CONSTITUTIONAL AMENDMENT. Measure expressly authorizes the state, its agencies, subdivisions, and local governments to remedy past and current racial, ethnic, gender or religious discrimination in education, hiring practices, housing, and contracting through the use of goals and other corrective measures. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: The measure would not affect state or local government costs or revenues.
