Proposition Summary

Legislative Constitutional Amendment. Requires Legislature to provide for primary elections for partisan offices, including an open presidential primary. Provides that a United States citizen 18 years of age and resident of this state may vote in all elections. Declares certain offices nonpartisan. Provides for secret ballot. Requires Legislature to define residence, provide for registration and free elections, prohibit improper election practices, and remove election privileges of certain persons.
