Abstract

The Higher Education Employer-Employee Relations Act (HEERA), which became effective July 1, 1979, empowers California's University and College employees to engage in collective bargaining. In this Article, the author examines the contours of HEERA, relates and contrasts the Act with earlier California public sector collective bargaining legislation and the National Labor Relations Act, and analyzes how basic labor-management relations law might impact on the implementation of HEERA in California.
